It seem that cloud mod is only usable by flying peoples.
May i suggest this mod (untested by me)
https://notabug.org/NetherEran/hot_air_balloons

This will maybe give the ability to find cloud ore for normal player.
(not sure, to be tested.)

Mod will be added to devel branch and its available on devel server on port 30002.

If everything will be fine, after some time, i push it to the master repo and master server.
